   History Background

 

The transport sector has received great attention during the past development plans, because it is na essential component of the infrastructure needed for the economic and social development of the Kingdom. The large scale road programs in the transport sector have succeeded in linking all regions, as well as linking the Kingdom with the neighboring countries. The Eighth Development Plan will continue to focus on the development of the transport infrastructural facilities, to improve the operational efficiency and the

 competitiveness of the transport modes, strengthen links between various urban centers, cities and villages, and to enhance the role of the private sector towards the provision of transport services.

This chapter reviews the development of the transport sector during the Seventh Development Plan while presenting the key issues and challenges which face the sector. The chapter also gives an estimates of the expected demand for transport services, as well as the sector's objectives and policies during the Eighth Development Plan.

The future vision of the transport sector in the Kingdom is "to provide an integrated transport sector comprising all modes of transport in line with the future needs of the Kingdom, characterized by safety, efficiency and technological advancement and contributes to the enhancement of economic development and competitiveness of the Kingdom at the global level and ensures a healthy, safe environment for the members of the society".

Realization of this vision will entail dealing with a number of issues and challenges, at both local and global levels, such as population and urban growth in different regions of the Kingdom, regional balance, giving consideration to safety measures and environmental impacts, meeting the requirements of national security and defence, the implications of globalization and the Kingdom's accession to WTO, making the transport network in the Kingdom a hub of transport traffic in the region and making use of the strategic location of the Kingdom.

The main objectives of the long-term transport sector strategy of the Kingdom will be as follows:

    1. Improving the efficiency and the general level of performance of the agencies concerned with the provision of transport services in the public and private sectors.

    2. Enhancing socio-economic development and facilitating the means of transport for people and freight throughout the Kingdom.

    3. Meeting safety requirements, developing and adopting an integrated set of measures regarding all modes of transport and reducing the losses resulting from traffic accidents.

    4. Reducing adverse impacts on the environment and enhancing the environmental awareness of all members of the society.

    5. Providing a transport system capable of meeting the requirements of national security and defense and handling of disasters and emergency cases.

    6. Creating an integrated multi-modal transport system to serve the pilgrims.

The final picture of the long-term future vision of the transport sector will become clear upon finalization of the National Transport Strategy.
